(a) In the performance of the functions and duties of the Commission, any member thereof or any employee or agent thereof shall have the right to enter into and upon, at reasonable times (Sundays and holidays excluded) between the hours of 8:
(b) In the performance of the functions and duties of the Commission, any member, employee or agent thereof shall have free access, without expense, to all state, county, municipal and other public records.
