The Director of the Division of Children and Family Services of the Department of Human Services shall:

  1. (1)

    1. (A) Make family preservation services accessible to all cases in which a child is about to be placed outside his or her home, or in which a child has been placed outside his or her home, and in which the goal is reunification.

    2. (B) The director shall make family preservation services accessible to all cases in which a child is about to be removed or reunification is the goal and the provision of such services is appropriate;

  2. (2) Ensure that statewide availability of family preservation services is accomplished in an orderly fashion, with modification based on analysis of an annual evaluation report; and

  3. (3) Continue the implementation of family preservation services by consultation with professionals who are nationally recognized in the field.
