  1. (a) In all convictions for violations of the provisions of this subchapter when the fine and costs are not paid, the person convicted shall be subject to administrative or civil enforcement action.

  2. (b) Sanctions may include administrative, civil, or criminal penalties as provided in the Arkansas Solid Waste Management Act, § 8-6-201 et seq.
