  1. (a) The affairs of the district shall be managed and controlled and all improvements authorized shall be made by a commission which shall be composed of five (5) landowners who are residents of the district.

  2. (b) Within fifteen (15) days after the passage of this chapter, the members of the commission shall be appointed by the county judge of the county in which the district is located, and they shall serve during the existence of the district.

  3. (c) The commissioners shall not be paid any salary but shall be paid on a per diem basis for the time actually engaged by them in the discharge of the duties of their office.

  4. (d) The commissioners shall qualify by taking an oath that they will faithfully discharge the duties of their position.

  5. (e) They shall elect one (1) of their number president, who shall preside at all meetings of the commission. The president shall vote on all questions and shall be the chief officer of the district.

  6. (f) They shall appoint a secretary who shall hold office at their pleasure, who shall keep a record of the proceedings of the commission and shall receive such compensation as the commission may determine.

  7. (g) A majority of the commission shall constitute a quorum for the transaction of business, and the commission may prescribe rules for its own government and fix its time of meeting.

  8. (h) The commission shall have the right to employ such other persons and agents not mentioned in this chapter as, in its judgment, may be necessary to carry out the objects and purposes of this chapter.

  9. (i) The commission shall make an annual statement showing in full all the transactions of the commission for the year, and a copy of the annual statement shall be filed with the county clerk of the county.
