Administration of certain federal and state vocational education laws

  1. (a) The State Board of Education is designated to:

    1. (1) Carry into effect the provisions of the federal act and this act and have all necessary authority to cooperate with the United States Department of Education in the administration of the federal act;

    2. (2) Administer any legislation pursuant thereto enacted by the General Assembly; and

    3. (3) Administer the funds provided by the United States Government and by the State of Arkansas under the provisions of the respective acts for the promotion of vocational-technical education in agricultural subjects and in trade and industrial subjects, as well as in family and consumer science.

  2. (b) The state board shall have the full authority to:

    1. (1) Formulate plans for the promotion of vocational education in subjects that are an essential and integral part of the public school system of education in the State of Arkansas and provide for the preparation of teachers of those subjects;

    2. (2) Fix the compensation of officials and assistants as may be necessary to administer the federal act and this act for the State of Arkansas;

    3. (3) Make studies and investigations relating to vocational education in such subjects;

    4. (4) Promote and aid in the establishment by local communities of schools, departments, or classes;

    5. (5) Prescribe qualifications for the teachers, directors, and supervisors of subjects and provide for the certification of the teachers, directors, and supervisors;

    6. (6) Cooperate in the maintenance of classes under its own direction and control; and

    7. (7) Establish and determine by general rules the qualifications to be possessed by persons engaged in the training of vocational teachers.

  3. (c)

    1. (1) The Director of the Division of Career and Technical Education, as executive officer of the state board for the purpose of administering the federal act and this act, shall, by and with the advice and consent of the state board, designate assistants as may be necessary to carry out properly the provisions hereof.

    2. (2) The director shall also carry into effect rules as the state board may require.

    3. (3) The records of the director as far as they pertain to the provisions of this act shall be kept in his or her office.
