  1. (a) It is a breach of the ethical standards of this chapter for any person to offer, give, or agree to give any board member, administrator, or employee a gratuity or an offer of employment in connection with any contract or transaction of a public educational entity.

  2. (b) It is a breach of the ethical standards of this chapter for any board member, administrator, or employee to solicit, demand, accept, or agree to accept from another person or entity a gratuity or an offer of employment in connection with any contract or transaction of a public educational entity.

  3. (c) It is a breach of the ethical standards of this chapter for any payment, gratuity, or offer of employment to be made by or on behalf of a person or an entity as an inducement for the award of a contract or transaction with a public educational entity.

  4. (d) The State Board of Education shall issue specific rules regarding educational or work-related travel, conventions, seminars, and other benefits provided by vendors.
