The State Board of Education shall:

  1. (1) Approve:

    1. (A) Academic standards for each content area; and

    2. (B) A statewide student assessment system, including without limitation performance levels for statewide assessments;

  2. (2) Promulgate rules to implement the comprehensive accountability system for Arkansas public schools and school districts and this subchapter; and

  3. (3) Take any other appropriate action required or authorized by this subchapter.
