  1. (a) A person commits the offense of riot if, with two (2) or more other persons, he or she knowingly engages in tumultuous or violent conduct that creates a substantial risk of:

    1. (1) Causing public alarm;

    2. (2) Disrupting the performance of a governmental function; or

    3. (3) Damaging or injuring property or a person.

  2. (b) Riot is a Class A misdemeanor.
