  1. (a) Any final determination, finding, or conclusion of the Secretary of the Department of Health under this chapter is a final and conclusive decision of the matter involved.

  2. (b) Any person aggrieved by the decision may obtain review of the decision in the circuit court of the county.

  3. (c) If supported by substantial evidence, a finding of fact by the secretary is conclusive.
