The legislative intent and purpose of this subchapter is to:

  1. (1) Eliminate the sale of alcoholic beverages to and consumption of alcoholic beverages by underage persons;

  2. (2) Reduce intoxication and to reduce accidents, injuries, and deaths in the state which are related to intoxication; and

  3. (3) Encourage alcoholic beverage permit holders to be prudent in the sale and service of alcoholic beverages.
