The purpose of this subchapter is to:

  1. (1) Continue the special license plates for counties, cities, towns, and members of county quorum courts;

  2. (2) Transfer the authority to the Department of Finance and Administration to issue additional special license plates for counties, cities, towns, and members of county quorum courts; and

  3. (3) Provide a mechanism for other public entities in the state to obtain special license plates.
