The purpose of this subchapter is to:

  1. (1) Allow the registration and licensing of autocycles as an environmentally friendly option for Arkansans to provide an affordable transportation option that will reduce our dependency on foreign oil; and

  2. (2) Provide economic stimulus to the emerging industry of autocycles.
