(a) The Mississippi River Parkway Commission of Arkansas, as established pursuant to § 27-69-201 et seq., shall be located in the Great River Road Division created hereby.
(b) The Secretary of the Department of Parks, Heritage, and Tourism, with the advice and consent of the Governor and the Chair of the Mississippi River Parkway Commission of Arkansas, shall appoint the head of the division.
