  1. (a) Regardless of the beginning date thereof, adverse possession or adverse use of lands or easements owned by a public body created hereunder shall not ripen into title or permanent right.

  2. (b) This section shall have no application to any possession or use which ripened into title or permanent right before the enactment of this section.
