  1. (a) Whenever any railroad company or corporation doing business within the limits of this state receives and ships any livestock or poultry by the carload, the company or corporation shall, in consideration of the price paid for the car, pass the shipper or his or her employee to and from the point designated in the contract or bill of lading without further expense to the shipper.

  2. (b) Any railroad company or corporation or officer, agent, or employee of any railroad company or corporation failing to comply with the provisions of this section shall be deemed guilty of a misdemeanor and upon conviction in a court of competent jurisdiction shall be fined in any sum not less than one hundred dollars ($100) nor more than five hundred dollars ($500) for each offense.
