It is declared to be the policy of the State of Arkansas:

  1. (1) To provide for the development and conservation of the human and soil resources of the state;

  2. (2) To protect the lands owned by the state and to provide for their classification and best use in the interests of the future general welfare and agricultural well-being of the state;

  3. (3) To encourage the settlement of the farm families of the state upon family-sized tracts under conditions conducive to successful farming;

  4. (4) To preserve land in public ownership suited for public use as forests, parks, or other purposes;

  5. (5) To cooperate with federal agencies having similar and allied objectives; and

  6. (6) To protect and promote the health, safety, and general welfare of the people of Arkansas.
