Any sale, lease, grant, or other disposition authorized by § 22-4-501 shall be in the discretion of, and executed by:

  1. (1) The Governor, as to state property;

  2. (2) The county judge, as to county property;

  3. (3) The mayor and council, city commissioners, or other governing authority, as to property of a municipal corporation.
