The power and authority of a notary public shall be coextensive with the state for:

  1. (1) Swearing witnesses;

  2. (2) Taking affidavits;

  3. (3) Taking depositions under Rule 28 of the Arkansas Rules of Civil Procedure and Rule 28 of the Federal Rules of Civil Procedure; and

  4. (4) Taking acknowledgments of deeds and other instruments in writing and authorized by law to be acknowledged.
