The Division of Child Care and Early Childhood Education of the Department of Human Services shall develop a birth through prekindergarten teaching credential that requires without limitation that the applicant:

  1. (1) Meet a minimum educational level; and

  2. (2)

    1. (A) Complete a core of courses in early childhood development and early childhood education.

    2. (B) The core courses shall meet the division's standards for the preparation of early childhood professionals.
