  1. (a) The General Assembly finds that shopping cart handles may be contaminated with bodily fluids such as blood, saliva, mucus, and even urine and fecal matter.

  2. (b) This subchapter is intended to:

    1. (1) Increase awareness of Arkansas shoppers, infants, and young children about potential contamination from contact with a shopping cart handle;

    2. (2) Provide a barrier of protection between a shopper and a shopping cart handle; and

    3. (3) Prevent the spread of viruses or bacteria.
