  1. (a)

    1. (1) The State Board of Health may develop and implement rules to receive, review, and approve applications for grants for new construction, renovation, or expansion of local health unit facilities from counties or cities.

    2. (2) The board may adopt such rules as may be necessary to provide for the distribution of such funds for the renovation, construction, improvement, and development of the State Health Building.

  2. (b) Except as provided in subsection (c) of this section, any grant approved by the board to a county or city for the development of a local public health facility project shall require ten percent (10%) local matching funds from the city or county applicant. The matching funds may be in the form of either cash or an in-kind match, to be determined by the board. The value of existing buildings and property shall not qualify for local matching funds under this section.

  3. (c) The board may also establish by rule a special program to address renovation of local health units due to special requirements of the Department of Health. The programs shall provide for grants of up to ten thousand dollars ($10,000). The local match may be waived for the special grants.

  4. (d)

    1. (1) Application for grants under this subchapter shall be made in accordance with the rules of the board, and each application shall be considered on a needs-assessment basis.

    2. (2) In addition, the applicant city or county shall furnish proof of the following with each grant application:

      1. (A) Local community involvement in the project;

      2. (B) Existence of resources to expand existing facilities, including availability of land;

      3. (C) A design of the proposed project; and

      4. (D) Evidence of need, including factors such as population growth, additional services to be offered, and increased workload.
