This subchapter shall not apply to the following:

  1. (1) Blasting conducted at a surface coal mine regulated by the Division of Environmental Quality pursuant to the Arkansas Surface Coal Mining and Reclamation Act of 1979, § 15-58-101 et seq.; and

  2. (2) Blasting conducted during seismic operations regulated by the Oil and Gas Commission pursuant to § 15-71-114.
