The General Assembly finds and declares that:

  1. (1) A significant part of the population of this state needs improved fire prevention;

  2. (2) The establishment and maintenance of a coordinated program for fire prevention for the entire state is necessary to protect the safety and wellbeing of the citizens and residents of this state;

  3. (3) Adequate fire prevention is more likely to become a reality when certain provisions are enacted by law; and

  4. (4) Fire prevention is a public purpose and a responsibility of government for which public funds may be spent.
