This law is enacted to provide for a Governor's commission to carry on a continuing program to promote the interests of persons with disabilities in this state, in recognition that:

  1. (1) Arkansas has a public awareness of, and community interest in, the problems of persons with disabilities and that the awareness and interest must be heightened in order to enhance understanding of their problems;

  2. (2) There exists a need to assure that the special requirements of persons with disabilities are appropriately considered in state programs;

  3. (3) Existing programs for persons with disabilities require coordination to eliminate fragmentation of responsibility; and

  4. (4) There exists a critical need to provide individuals seeking information or assistance regarding services and programs for persons with disabilities with a simple means of obtaining appropriate information and referrals.
