  1. (a) The Secretary of the Department of Health may:

    1. (1) Employ any coordination measures necessary to effectuate the purposes of this subchapter within and among the responsible components;

    2. (2) Engage in any educational program or effort undertaken in partnership with county or municipal governmental agencies or other groups if, in his or her judgment, such activity would effectuate the purposes of this subchapter;

    3. (3) Authorize any component within the PC-DI-TL services system to employ experts and consultants and compensate those individuals at rates determined by the secretary in consultation with component representatives of the University of Arkansas for Medical Sciences; and

    4. (4) Engage in programs of experimental or demonstration research.

  2. (b) Additionally, the secretary may accept and administer loans, grants, or other funds and gifts, conditional or otherwise, from the United States Government and any other public or private sources. In all such transactions, the PC-DI-TL system shall remain unitary, and the secretary shall allow no function which might require the separation of the components.

  3. (c) The secretary shall have full authority, in consultation with the two (2) University of Arkansas for Medical Sciences components of the PC-DI-TL system, to formulate, promulgate, adopt, amend, and enforce rules, regulations, and regulatory standards necessary to effectuate this subchapter in a way consistent with § 10-3-309.
