  1. (a) All persons weighing cotton for the public in this state and receiving compensation therefor shall be required to keep a book or record of all cotton weighed by them, giving:

    1. (1) The weight and marks of each bale;

    2. (2) For whom weighed; and

    3. (3) To whom sold where the purchaser is known to the weigher.

  2. (b) The book or record shall be kept subject to inspection by the public.
