  1. (a) Any person who issues a warehouse receipt for grain without holding a valid public grain warehouse license or who commits any willful violation of any provision of this subchapter shall be guilty of a Class D felony.

  2. (b) Any unintentional or negligent violation of this subchapter shall be a Class A misdemeanor.
