  1. (a) A background record received by the Arkansas State Board of Dental Examiners from the Identification Bureau of the Department of Arkansas State Police shall not be available for examination except by:

    1. (1) An affected applicant for licensure or his or her authorized representative; or

    2. (2) A person whose license is subject to revocation or his or her authorized representative.

  2. (b) A record, file, or document shall not be removed from the custody of the department.
