  1. (a) The Arkansas Abstracters' Board shall elect a chair and a secretary-treasurer.

  2. (b) The chair and secretary-treasurer of the board shall have the power to administer oaths.

  3. (c) The board shall have a seal and shall have the power to compel the attendance of witnesses.
