The District Court Resource Assessment Board shall recommend to the General Assembly at each regular session:

  1. (1) Criteria for the creation and placement of full-time, state-funded district court judgeships;

  2. (2) Revisions of current district court judgeships or the redistricting of the district court districts of this state after considering:

    1. (A) The caseload and the geographic area of the district court district;

    2. (B) The November 25, 2002, per curiam opinion of the Supreme Court; and

    3. (C) Any other matter the board determines to be appropriate; and

  3. (3) The number and placement of full-time, state-funded district court judgeships.
