As used in this subchapter:

  1. (1) “City” means any city of the first class, any city of the second class, or any incorporated town established by the laws of the State of Arkansas;

  2. (2) “County” means any county in the State of Arkansas;

  3. (3) “Port Priority Improvement Program” means a governmental program to award funds to port authorities to encourage the development of port infrastructure, including the engineering and construction; and

  4. (4) “Public Port Authority” or “port authority” means:

    1. (A) A port authority created under the Metropolitan Port Authority Act of 1961, § 14-185-101 et seq.;

    2. (B) A municipal port authority created under § 14-186-201 et seq.; and

    3. (C) An authority created under the Regional Intermodal Facilities Act, § 14-143-101 et seq.
