The Arkansas Natural Resources Commission may issue revenue bonds from time to time whether or not the interest on the bonds is subject to federal income taxation to provide:

  1. (1) Funds for the:

    1. (A) Construction Assistance Revolving Loan Fund established by § 15-5-901;

    2. (B) Safe Drinking Water Fund established by § 15-22-1102;

    3. (C) Arkansas Water Development Fund established by § 15-22-507;

    4. (D) Water, Sewer, and Solid Waste Systems Revolving Fund established by § 19-5-310; and

    5. (E) Arkansas Water Resources Cost Share Revolving Fund established by § 15-22-808; and

  2. (2) Financing all or a portion of the costs of:

    1. (A) Water systems;

    2. (B) Wastewater systems;

    3. (C) Solid and hazardous waste facilities;

    4. (D) Recycling facilities;

    5. (E) Nonpoint source pollution management programs;

    6. (F) Wetland conservation and management plans;

    7. (G) Irrigation systems;

    8. (H) Flood control and drainage systems;

    9. (I) Water conservation projects and facilities;

    10. (J) Navigation systems, including port facilities;

    11. (K) Land and water reclamation projects; and

    12. (L) Other environmental or water development projects.
