  1. (a) The provisions of this subchapter shall be carried out by the Arkansas Natural Resources Commission in consultation with the Wetlands Technical Advisory Committee.

  2. (b) All public agencies requiring permit action mitigation, when practicable, shall use mitigation banks created under this subchapter.
