  1. (a)

    1. (1) Consolidated systems may extend facilities to serve adjacent or nearby areas without applying for a certificate of convenience and necessity.

    2. (2) These systems shall not be limited by the original boundaries of the districts joining in the consolidation.

  2. (b) The operations shall be a governmental function of the consolidated systems, and they may not be required to so extend their services.
