Municipal corporations shall have the power to:

  1. (1) Regulate the erection, construction, reconstruction, alteration, and repair of buildings;

  2. (2) Make regulations for the purpose of guarding against accidents by fire;

  3. (3) Require the use of fireproof or fire-resistant materials in the erection, construction, reconstruction, alteration, or repairs of buildings; and

  4. (4) Provide for the removal of any buildings, or additions thereto, erected contrary to this prohibition.
