  1. (a) Bylaws and ordinances of municipal corporations may be enforced by the imposition of fines, forfeitures, and penalties on any person offending against or violating them.

  2. (b)

    1. (1) The fine, penalty, or forfeiture may be prescribed in each particular bylaw or ordinance or by a general bylaw or ordinance made for that purpose.

    2. (2) Municipal corporations shall have power to provide in like manner for the prosecution, recovery, and collection of the fines, penalties, and forfeitures.

  3. (c) Except for moving traffic violations, it is proper service for a code enforcement officer to send a citation to a person charged with a violation of a municipal code, ordinance, or regulation to that person's last known place of residence by certified mail, return receipt requested, and delivery restricted to the addressee.
