  1. (a)

    1. (1) In all primaries held in any city of the first class by any organized political party, the candidates for nomination for the office of council member shall reside in their respective wards.

    2. (2) All qualified electors residing in these cities and entitled to vote in the primaries may vote at their several voting precincts for each and every candidate so to be nominated.

  2. (b)

    1. (1) The city council may provide by ordinance that the candidate shall only be voted upon by qualified voters of the ward who are entitled to vote in the primary from which the person is a candidate.

    2. (2) When provided by ordinance, a candidate under subdivision (b)(1) of this section shall appear upon the ballot only in the ward in which he or she is a candidate.
