  1. (a) Each county and district health department shall have and exercise, in addition to all other powers and duties imposed upon it by law, the following powers and duties:

    1. (1) To administer and enforce the laws pertaining to public health and vital statistics and the orders, rules, and standards promulgated by the State Board of Health;

    2. (2) To investigate and control the cause of epidemic and communicable disease affecting the public health;

    3. (3) To establish, maintain, and enforce isolation and quarantine, and, in pursuance thereof and for this purpose only, to exercise such physical control over property and over the persons of the people within the jurisdiction of the department as the department may find necessary for the protection of the public health;

    4. (4) To make any necessary sanitary and health investigations and inspections on its own initiative or in cooperation with the Department of Health as to any matters affecting public health, within the jurisdiction and control of the department;

    5. (5) To cooperate with the Department of Health and the State Board of Health in all matters pertaining to public health;

    6. (6) To initiate and carry out health programs, not inconsistent with law, that may be deemed necessary or desirable for the protection of the public health and the control of disease.

  2. (b) A representative of the county health department may visit any or all schools in a school district when requested to do so by the superintendent of schools or other appropriate official of the district for the purpose of checking for and assisting with medical problems of students at the school.
