The collector shall immediately, upon the receipt of the tax list, cause to be published in a newspaper published in the city a notice, which may be in the following form:
“The tax books for the collection of the special assessment upon the real property in Consolidated Water & Light District of has been placed in my hands. All owners of real property lying in the district are required to pay their assessment to me within thirty (30) days from this date. If such payment is not made, action will be commenced at the end of that time for the collection of said assessment and for legal penalties and costs. Given under my hand this day of , 19 .
