  1. (a) Powers granted to municipalities and counties in this subchapter are supplemental and in addition to all other powers of municipalities and counties.

  2. (b) Nothing in this subchapter shall be construed as changing, limiting, or otherwise affecting the powers of any existing housing authority, urban renewal agency, or their commissions.
