  1. (1) Applies only to municipalities and counties; and

  2. (2) Does not apply to the following governmental units:

    1. (A) The state and any agency, board, commission, or instrumentality of the state;

    2. (B) A school district; or

    3. (C) A special assessment or taxing district established under the laws of the state.
