As used in this subchapter, unless the context otherwise requires:

  1. (1) “City” means any city of the first class located in a county having not less than one hundred five thousand (105,000) population;

  2. (2) “Purposes and powers” means those purposes and powers specified in this subchapter, including particularly those purposes and powers enumerated in § 14-163-206.
