Any corporation, board, or body given charge of a recreation program is authorized to conduct its activities on:

  1. (1) Property under its custody and management;

  2. (2) Other public property under the custody of any other public organization, body, or board, with the consent of the corporations, bodies, or boards; and

  3. (3) Private property, with the consent of its owners.
