  1. (a) When the commissioners of any such drainage district find that lands, lots, or blocks such as are described in §§ 14-121-701 and 14-121-702 of this subchapter have been benefited by the connection established with the drainage ditches or conduits of the district, they shall file with the clerk of the chancery court of the county where the lands lie a petition setting forth the reasons why the lands, lots, or blocks should be annexed to the drainage district and praying for their annexation.

  2. (b) Thereupon, it shall be the duty of the clerk of the court to publish once a week for two (2) weeks in some newspaper issued and having a bona fide circulation in the county a notice in substantially the following form:

(c) On the day named in the notice or as soon thereafter as the business of the court will permit, the court shall hear all persons who wish to be heard on the question of whether the lands, lots, or blocks shall be annexed to the drainage district, and it shall enter its decree which shall be conclusive unless an appeal therefrom is taken and perfected within thirty (30) days.

  4. (d) If it makes an order annexing the territory, the annexed territory shall constitute a part of the drainage district.

“ DRAINAGE DISTRICT NOTICE IS HEREBY GIVEN that the commissioners of Drainage District have filed in the Chancery Court of County their petitions setting forth that the following lands, lots, and blocks (here will follow a description of the lands, lots, and blocks sought to be annexed) have been benefited by connections made with the drainage ditches or conduits of said district and praying that such lands, lots, and blocks be annexed to said district; and all persons interested are warned to appear in said court on the day of , 19 and show cause for or against the proposed annexation.
