As used in this subchapter:

  1. (1) “Governing body” means the:

    1. (A) City council or board of directors or comparable body for a city;

    2. (B) Town council or board of directors or comparable body for a town; and

    3. (C) Quorum court for a county;

  2. (2) “Juvenile detention facility” means any facility for the temporary care of juveniles alleged to be delinquent, or adjudicated delinquent and awaiting disposition, who require secure custody in a physically restricting facility designed and operated with all entrances and exits under the exclusive control of the facility's staff, so that a juvenile may not leave the facility unsupervised or without permission;

  3. (3) “Local governmental units” means a city of any class, a town, or a county; and

  4. (4) “State” means the State of Arkansas.
