An offender's name shall remain in the Child Maltreatment Central Registry unless:

  1. (1) The name is removed pursuant to this chapter or another statute;

  2. (2) The name is removed under a rule;

  3. (3) The name was provisionally placed in the registry and the alleged offender subsequently prevails at an administrative hearing; or

  4. (4) The offender prevails upon appeal.
