Section 1239, acts Jan. 17, 1933, ch. 11, §9, 47 Stat. 768 ; Mar. 24, 1934, ch. 84, §9, 48 Stat. 463 , related to obligation of United States as to Philippine bonds and exemption of bonds from taxation.
