The affordable housing for all account is created in the state treasury, subject to appropriation. The state's portion of the surcharges established in RCW 36.22.178 and 36.22.176 shall be deposited in the account. Expenditures from the account may only be used for affordable housing programs, including operations, maintenance, and services as described in RCW 36.22.176(1)(a). During the 2021-2023 fiscal biennium, expenditures from the account may be used for operations, maintenance, and services for permanent supportive housing as defined in RCW 36.70A.030. It is the intent of the legislature to continue this policy in future biennia.
