      • (a) The Virgin Islands Board for Career and Technical Education, heretofore established under the Department of Education for administrative purposes is continued as a semiautonomous board in the executive branch of the Government, separate and distinct from the Department of Education for all purposes.

    • Composition; appointment and qualifications of members

      • (b) The Board shall be composed of nine members appointed by the Governor with the consent of the Legislature; four of whom shall be citizens of St. Thomas, one of St. John and four of St. Croix. One of these shall be a person familiar with the career and technical education needs of labor in the Virgin Islands, one shall be representative of the University of the Virgin Islands, and one shall be familiar with the career and technical education needs of management in the Virgin Islands.

    • Terms of members; vacancies

      • (c) All members shall serve for a period of two years, except that any person appointed to fill a vacancy occurring prior to the expiration of the term for which his predecessor was appointed shall be appointed only for the remainder of such term. Each member shall serve until the appointment and qualification of his successor.

    • Chairman

      • (d) The Board shall elect annually one of its members to serve as its chairman.

    • Compensation and expenses

      • (e) The members of the Board shall serve without compensation, but the provisions of section 65 of this title shall apply to such members.

    • Removal of members

      • (f) The members may be removed by the Governor for cause.

    • Personnel; compensation

      • (g) The Board may appoint, fix the compensation of, and prescribe the duties of, such officials, supervisors, and other personnel as may be necessary to carry out the provisions of local and Federal law relating to career and technical education.

    • Status, powers, and duties

      • (h) The Board shall have such status and powers and shall perform such duties and functions as are prescribed or required by local and Federal law.
