(a) Contract for the compilation, codification and publication of all regulations filed with him pursuant to section 931 of this title. The publication of compiled regulations shall be known as the Virgin Islands Rules and Regulations.
(b) Determine the manner and form in which the regulations, compilations and codifications shall be prepared, printed, and indexed so that all regulations, compilations and codifications shall be prepared and published in a uniform manner at the earliest practical date.
